What are ELCs?

Electoral Literacy Club is a platform to engage school/college students through interesting activities and facilitating hands-on experience to sensitize them on their electoral rights and familiarize them with the electoral process of registration and voting. At ELCs, learning meets fun. Activities and Games are designed to stimulate and motivate students provoking them to think and ask questions.

  • ELC should be an inclusive club and must make every attempt to ensure the participation of students with disabilities.
  • Through ELC, the Election Commission of India aims to strengthen the culture of electoral participation among young and future voters

Structure of ELC in your College /University

  1. One or two teachers from the Political Science or any other Department of the college will act as the Nodal Officers for the ELC.
  2. Campus Ambassadors will act as the convener of the ELC and will assist the Nodal Officer in conducting the activities.
  3. The Club would be run by an Executive Committee.

Who can be a member of the ELC Club?

  • School - 9th to 12th Class Children (Ages 14- 17)
  • College - young voters in the age group of 18 to 25 year

Crux of the Club

Developing the practice of informed and ethical electoral participation is vital to invest in the future of democracy. Under its flagship program 'Systematic Voters' Education & Electoral Participation (SVEEP), the Election Commission of India carries out various interventions for strengthening and enhancing quality electoral participation.

The Election Commission of India is now rolling out its ambitious project 'Electoral Literacy Clubs' for mainstreaming electoral literacy in Schools and Colleges.

The ELCs have been established as per the following pattern:

  • ELC Future Voters: for Classes IX to Class XII (Secondary and Senior Secondary Level).
  • ELC New Voters: College, University, and all other educational institutions including professional and technical educational institutions.
